The Digital Era -- Does it Change the Public-Interest Obligations of TV Broadcasters
When Congress granted broadcasters space on the spectrum for digital television, it raised the question of what, if any, obligations broadcasters owed the public in return. The President's Advisory Committee on Public Interest Obligations of Digital Television Broacasters is co-chaired by CBS Television President Leslie Moonves and American Enterprise Institute scholar Norman Ornstein.
